Open a new palette.

Choose your rectangular marquee tool from the tool palette to the left of the photoshop screen.

Pick a color from the color palette to the left. Remember that if the color isn't quite right now you can always play with the hue/saturation at a later time to create the perfect color.

Create your paper size

Draw your rectangle to create your paper.

Now use the shortcut keys to fill your area ALT + BACKSPACE

Your area will now be filled with your color of choice.

Hit CONTROL + D to remove the ‘marching ants'.

Cut out the holes at the top

Now you need to choose your eraser tool from the toolbar. Find and appropriate size that you like. Then begin to cut out the holes at the top of the paper.

Now you need to choose your elliptical marquee tool to cut out the top of the paper to make it look torn.

Go through the and eliminate the sections at the top.

Tear your paper edge

Now you need to use your tool to cut out the edges you would like torn. Use a jittery stroke so that it looks torn and ripped.

Hit the Delete Key to remove the area that you have selected.

Now again hit the CONTROL + D key to remove the ‘marching ants'.

Create a soft edge

Now let's give our edge a softer look. Choose the smudge tool from the tool palette.

Choose the above settings for you brush.

Go along the edge of the torn paper and carefully draw to give it a soft look.

Now make a smaller smudge brush and go along the edge one more time to give a bit more detail.

Add shadow

Be sure to add a slight shadow to emphasize the edge of the paper. Double click on the layer in your layer palette and enter the following settings. You may need to adjust them slightly depending on the size of paper you have created.

Voila you have created your very own torn notebook paper!
