1. Create a new layer by clicking the Create a New Layer tab(It looks like a blank sheet of paper with a curled edge and is located to the left of the Trash can tab) at the bottom of your Layers palette .
2. If you cannot see your Layers Palette check
to see if it is docked in the top right section of the toolbar.
3.If you still cannot see the Layers Palette, go to Window and
ensure that Layers is checked with a tick. If the Layers is
not checked, click with your mouse so that a tick appear and your Layers Palette
should open in your work area.
