Once you have completed your background layer and saved your work then you want to add photos.  If you are planning on adding photos separately after you print your page, then skip this step and go to creating mattes or frames for photos.  If you want to scan your photos into your computer do this now and save into a file on a computer

To add files already on your computer follow these steps:

Go to file at the top of the screen, click on open or browse.  Open allows you to find a file and open without previewing the file.  Browse will allow you to preview your files before opening in a preview window.  I find browse works better for photos as it allows you to scroll through your photos to pick the best one.  Once you have found the picture you want double left click on it and it will open as a new image into PSP.  Now there are a few steps you must do before putting this photo onto your scrapbook page.

1.  You must make sure that your photo is the same resolution as your page that you want to paste it on.  Once your photo is open, go to image at the top of your screen (inbetween view & effects), select resize, and then follow the setting in the picture below.

Click on maintain original print size, ensure you have pixels/inch selected and change resolution to match your page layout (usually 300, standard for print quality).  This will change the resolution of the picture but not the actual dimensions.

Now you can put your photo onto your background.  With your photo open, go up to edit and click on copy.  Minimize your photo selecting the dash at the top of your open photo.  Select your background image and right click over your open background.  Make sure that you do not have any tools selected otherwise the right click function will not work on your image.  I always select the pan tool (looks like an arrow).  Now you should have your photo on top of your image.

You will probably need to resize your photo to the size that you want.  You can do this two ways, resize it before you copy and paste and then adjust after as necessary, or resize it once on the background.

To resize before you copy and paste follow the same steps as above to change resolution, expect un-check maintain original print size and check off lock aspect ratio, and set it to 1:1.  Then resize according to percent or print size.  If you scrapbook page is 8x10 resize to smaller then you can use the deform tool once you have copy and pasted as a new layer into your page.

To resize once it is copied and pasted as a new layer, make sure you have the correct layer selected. Your photo should be raster 2 and highlighted blue in this window. You can rename this layer by right clicking on the blue highlight and choose rename.

Now that you have the photo layer highlighted in the layer palette, go over to your tool bar and choose the deform tool.

Now your photo should look like this, a red grid with arrows on the edges and a circle in the middle.

To move the picture around, go to one of the corners and hold the right mouse down and drag inwards while holding the RIGHT mouse button down.  This will maintain the correct proportion of the photo.  If you use the left mouse button you will change the shape of the photo.  Once you have it the correct size you can move it around the page by moving your mouse over the photo (while you still have the deform tool selected) and you will see a 4 corner black arrow you can hold the LEFT mouse button down to move the photo around.

You can also move your photo around by using the move tool, and using the left mouse button over the photo.

You can add more photos to your layout and resize as necessary.
