- Open a new document (File > New)
- Select the Shape tool
and draw your "paper" with the square (that is usually
the paper shape of my choice).
- Make sure to choose your fill color (background / bottom) color
square.
- I do everything in vector format (as shown above) - this allows
easy resizing without deformation later on if needed, and I typically
change things around many times before the final version is completed.
- Make sure at this point that your backgound (layer 1) has been
flood filled with the color of your choice using the paint bucket
(if you have not done this at the beginning).
- Creating your shape at this point will automatically create
a new layer (vector layer / Layer 2) for you.
- Convert Layer 2 (your shape layer) to a raster layer... right
click on Layer 2 in your layer palette and select "Covert
to Raster Layer".
- If your Layers palette is not showing at this point - go
to View > Toolbars and make sure that Layer Palette is
checkmarked.
- Next choose your magic wand tool.
(with settings shown below) - make sure you are on Layer 2 and
not Layer 1 (background).
- Now - on the edge of your paper where you want it to look torn,
draw "freehand" a jagged line along the edge and then
back to the to the top where started. (shown below)

- Once you have reached the top of your "tear" and
release your mouse you will get "marching ants".
- Next press the delete button twice (again make sure you are
on Layer 2).
- Select > None.
- Still working on Layer 2 - Effect > 3D Effects > Drop
